BUILDING COMMISSION APPRENTICE SUPERVISION PRACTICE STANDARD - GUIDE FOR ELECTRICAL INDUSTRY

With the growing concern over apprentice supervision in the electrical industry, the NSW Government’s Department of Customer Services Building Commission (formerly Fair Trading) released Supervision Practice Standard (SPS) for licensed electricians supervising apprentices.  The Supervision Practice Standard (SPS) provides information for the electrical industry on appropriate levels and ratios for the supervision of electrical apprentices.  The Standard for licenced electricians supervising apprentices was released after the Commission undertook a lengthy consultation and feedback process with selected industry stakeholders.

  • Only a licensed electrician can supervise electrical apprentices in electrical installation wiring work.
  • The SPS details varying levels of supervision that are appropriate depending on the experience of an apprentice, Direct, General and Broad.
  • Currently, the SPS acts as a guideline to help businesses, licence holders and apprentices to understand their rights and obligations under the SPS and make appropriate arrangements to meet the requirements.

The Commission states, “The new Supervision Practice Standard for electrical apprentices aims to respond to compliance issues and industry needs by clarifying the appropriate levels and ratios of supervision depending on the experience of an apprentice. These guidelines will assist businesses, licence holders and apprentices to understand their rights and obligation and make the necessary arrangements to ensure safety and compliance.”

SPS to be mandated – September 2024

The Supervision Practice Standard (SPS) acts as a guideline to help businesses, licence holders and apprentices to understand their rights and obligations. It also details the supervision requirements of electrical apprentices to achieve compliant work in a safe manner.

The NSW Government intends the SPS will be mandated as a legal requirement from September 2024.

Building Commission (Fair Trading) Disconnect-Reconnect Electrical Equipment Notice for RTOs

Registered Training Organisations (RTOs), that the Acting Commissioner for the Office of Fair Trading has issued a notice to RTOs in relation to the issuing of transcripts (Statements of Attainment) to persons assessed as competent in disconnecting and reconnecting electrical equipment connected to low voltage (LV) installation wiring.

RTO transcripts must formally include additional information related to the category of ‘electrical equipment’ the qualified holder of the transcript was assessed on, in addition to the other requirements on the application form.

The requirements have been brought about because of the amalgamation of a number of Disconnect and Reconnect units of competency covering a range of categories of electrical equipment into one, in the recently updated Electrotechnology Training Package (UEE).

In order to meet its regulatory functions in relation to affirming the category of ‘electrical equipment’ the qualified holder of an RTO transcript was assessed on, given it is no longer reported in the title of the unit of competency, OFT’s Assistant Commissioner has had to formally gazette and issue a “NOTICE OF ADDITIONAL INFORMATION” for RTOs. The OFT notice can be downloaded HERE, outlining the requirements that must be reported on an RTO’s transcript.

Specific units of competency are:

  • UEERL0004 – Disconnect – reconnect electrical equipment connected to low voltage (LV) installation wiring
  • UEERL0005 – Locate and rectify faults in low voltage (LV) electrical equipment using set procedures

The Notice states, “Licence or Certificate applicants are required to provide an RTO issued digital (computer generated) transcript that includes the category of ‘electrical equipment’ the qualified holder of the transcript was assessed on in addition to the other requirements on the application form.

The following specialist work categories of ‘electrical equipment’ must be indicated on the RTO-issued digital transcript. Failure to do so will result in the applicant being refused a license or certificate.

  1. Motors
  2. Hot Water heaters
  3. Appliances
  4. Air conditioning
  5. Refrigeration”
